This report is an iTSCi Governance Assessment conducted in September 2016. The purpose of the Governance Assessment is to provide an overview of the implementation and development of the iTSCi Programme in Uganda since its inception in September 2015 and to highlight the major risks relating to the Annex II of the OECD Due Diligence Guidance for Responsible Supply Chain of Minerals from Conflict-affected and High-risk areas (‘OECD Annex II risks’).
It concludes that no major incidents occurred since inception and no major risks were observed relating to any of the most serious form of abuses as listed in the OECD Due Diligence Guidance.
It is noted however there was a potential risk identified concerning child labour which was based from an earlier report on gold sites in Uganda, and fraudulent misrepresentation of minerals to/from Uganda due proximity to DRC/Rwanda, though no evidence was found during the assessment.
At the time of writing, although a partnership with iTSCi has been accepted by the Uganda Government there is no MoU and the implementation of the iTSCi Programme is based on a private partnership with the one iTSCi member participating in the programme. This could change in future with increase of production and 3T actors within Uganda, currently very low.
